Without a doubt, providing education to fulfill local jobs wins big. We invest for the education, bring growth to the economy when the grads get jobs, and have more long term stability since it's harder to ship intellectual jobs out of the area or overseas.
I don't have any figures, but emperically it seems that a large portion of grads take local jobs and set roots in the area, provided the jobs exist. According to the article, the jobs exist.
I've also read time and time again that there aren't enough computer science grads to fill local job openings and we're hiring from elsewhere. If it becomes too expensive to bring people in, the jobs will eventually go elsewhere.
So, let's setup the prerequisites for a glorious future and provide the education!
